As the management analyst for a large urban hospital I was involved in management engineering studies and confidential internal reviews. This experience established a comprehensive understanding of clinical operations with an eye toward quality, productivity and cost control.
Looking to capitalize on the significant changes in healthcare finance and reimbursement that were unfolding in the early Eighties, I explored the world of proprietary management consulting until 1986, when I became a healthcare administrator for the Indiana Department of Correction.
I was appointed to a joint Department of Health/Department of Correction strategic planning task force that established the framework for the eventual introduction of utilization controls and quality assurance. The program I managed was the first to start controlling off-site utilization.
State-wide implementation proved more difficult, however, and by the early Nineties the Department of Correction began exploring healthcare program privatization. This culminated in the awarding of a state-wide contract for medical, dental and mental health to PHS, a subsidiary of America Service Group, Inc. Implementation began in mid-1997.
The centerpiece of the agreement was the achievement of NCCHC accreditation at all 30+ facilities within two years, and the three programs I ran became accredited in 1999.
While with the Indiana Department of Correction I was trained in a variety of security-related areas and was at one time a member of the E-Squad and the Escape Apprehension Team. Thus, I can relate to both the security needs of a facility as well as the operational needs of its healthcare program.
My educational background includes a BS in finance and economics (magna cum laude) and an MBA.
